Farmers to get complex fertilizers soon

Some news items have been appearing for the last two or three days about shortage of fertilizers in the State.

Shri Ram Subhag Singh, Secretary, Agriculture said here today that Government was alive to the needs of the farmers for fertilizers and had put a demand of complex fertilizers of 32000 tonne for entire Rabi season i.e. October, 2010 to January, 2011 with Government of India.

He said that since there was less supply from the Government of India so far it was due to this that some shortage has been reported in some parts of the State.

Secretary, Agriculture said that State Government had received 6800 tonne of complex fertilizers in the month of October against the demand of 10,000 tonne made with the Government of India by the State Government for the month.

The State Government keeping in view the demand of the farmers took up the matter with Government of India and Chief Secretary of the State wrote a letter to Secretary, Chemical and Fertilizers, Government of India to ensure timely supply of fertilizers and also reduce freight charges which was enhanced by the Government of India. He said that Government of India on the request of State Government had reduced the freight charges besides ensuring the timely and adequate supply. He said that in the month of November 2600 tonne of complex fertilizers had been received till first week of November against the demand of 8500 tonne made by the State Government with the Fertilizers Ministry, Government of India. He said that on persistent requests of the State Government the supply of 1500 tonne of complex fertilizers had been received yesterday which would be sent to the area where the farmers were making demand for it.

Shri Ram Subhag Singh said that the State Government had been pursuing this matter with the Government of India from time to time. A meeting of senior officers of the State Government had been held on 27th September, 2010 with Chemicals and Fertilizers Ministry, Government of India in which detailed discussions was held for fulfilling the demand of the State for complex fertilizers keeping in view the requirements of the farmers of the State.

He said that Government would ensure that the backlog so far is also met by the State from Government of India and further supply is given in time so that farmers of the State did not face any problem on account of fertilizers.


83 medium and 2533Small Scale Industrial units set up in the State during present Government Regime

The State Government is providing priority to industrial units based upon agriculture, herbiculture and horticulture produce by providing attractive incentives to the entrepreneurs. This was disclosed in a meeting of Cabinet Sub Committee on Implementation of Election Manifesto here today which was presided over by Shri Ravinder Singh Ravi, Irrigation and Public Health Minister. Also present in the meeting were Health Minister, Dr. Rajeev Bindal and Rural Development and Panchayati Raj Minister, Shri Jai Ram Thakur. The Cabinet Sub Committee reviewed the progress of Industries, Finance and Planning Departments.

Shri Ravi said that the industrial policy aimed to set up such industrial units which were environment friendly and based upon local raw material and are employment generating. He said that small and cottage industries would be given boost. He said that 70 percent employment was being ensured to Himachalis in various industrial units in the State and added that effective monitoring was also being done.

It was revealed in the meeting that 2533 small Scale and 83 medium scale industries have been set up in the State from 1st January 2008 to 31st August 2010 which had attracted an income of Rs. 7000 crores and employment to thousands. He said that to facilitate the labourers, hostels were being constructed in the industrial areas. He said that 33 bighas land had been acquired by the State Industries Department in Jharmajari to construct hostel for women labourers which would be having five blocks with 64 rooms in each block. He said that there was a need to ensure that industrial units set up at Terrace were adhering to the provisions of providing 70 percent employment to the people of the State.

Shri Ravi stressed the need for starting such trades in the ITIs which would meet the requirements of various industries being coming up in the State. He said that the multi-purpose processing units was required to be set up in the State and urged the concerned Secretaries to work in this direction.

While reviewing the progress of Planning and Finance Departments, the Minister detailed about various Central assistance packages being provided to the State. He said that under additional central assistance received for external aided projects, it was only Rs. 4.59 crore during previous government in 2007-08 which increased to Rs. 110.81 crore during 2009-10 and Rs. 273.50 crore in 2010-11. Under Special Central Assistance, the State Government got Rs. 782 crore in 2010-11 as compared to Rs. 342 crore during 2007-08.

The Minister asked to convene a meeting with all administrative Secretaries so that the administrative approval and expenditure sanction under Tribal Area Sub Plan and SC & ST Sub Plan could be received well in time to benefit the communities. He said that the State Government had taken effective steps to control wasteful expenditure and had issued comprehensive instructions to curtail non essential expenditure.

Dr. Rajiv Bindal, Health Minister advised to check the labourers working under contractors and urged to make Lok Mitra Kendras more effective to benefit the common masses. He said that Fruit processing, agriculture and horticulture industries should be encouraged.

Also present in meeting were Additional Chief Secretary Ms. Harinder Hira, Secretary, Agriculture and Information and Public Relations, Shri Ram Subhag Singh and Secretary GAD Shri Ajay Bhandari amongst other officers.


Civil Supplies Corporation pays Rs. 17.57 lakh Dividend

Prof. Prem Kumar Dhumal, Chief Minister, was presented a cheque of Rs. 17.57 lakh, five percent of the paid-up capital of the HP State Civil Supplies Corporation as dividend by Shri Ramesh Dhwala, Food, Civil Supplies and Consumer Affairs Minister and Chairman of the Corporation, Shri Prem Kumar, Principal Secretary, Shri Diljit Singh, Managing Director and other senior officers of the Corporation, here today.

Chief Minister thanked the Management of the Corporation for carrying its activities by adopting commercial approach and diversification of activities. He said that the objective behind constitution of boards and corporations had been to motivate various organizations to carry their activities keeping in mind the prevalent marketing trends to earn maximum for self sustenance of the organization. He said that HP State Civil Supplies Corporation was one of the best performing public sector undertaking where other similar organizations needed to take inspiration. He advised the Management to ensure supply of all essential commodities to every retail outlet in the State in time, especially in the tribal, difficult, backward and rural areas well before the onset of winter season.

Shri Ramesh Dhwala, Food, Civil Supplies and Consumer Affairs Minister and Chairman of the Corporation said that the Corporation had carried a business of Rs. 1122.74 crore during year 2009-10 which was Rs. 177.09 crore more than the preceding year. He said that the Corporation had earned a net profit of 189.55 lakhs and decided to pay Rs. 351.50 to the State Government. He assured the Chief Minister that the profit margin would be increased during current financial year.


Himachal Pradesh Cabinet Decisions

Himachal Pradesh Cabinet in its meeting held here today expressed concern over the inadequate and delayed supply of the fertilizers, LPG and kerosene oil by the Government of India and adopted an unanimous Resolution to request the Central Government to supply fertilizers on demand basis to the State on priority, in view of the ensuing cultivation season, speed up the supply of LPG and restore the kerosene quota to the State.

It decided to enhance the limit of expenditure to the post of President and Vice-President of Municipal Councils and Nagar Panchayats from Rs. 30,000 and Rs. 20,000 to Rs. 60,000 and Rs. 40,000 respectively by amending the Himachal Pradesh Municipal (Election) (Amendment) Rule, 2010 and further decided to keep the post of Vice-President in Municipal Councils un-reserved.

It approved regularization of 30 daily wagers in the Department of Rural Development who have completed a minimum of eight years of service against the existing vacancies of class III and IV in the department.

It granted approval to free and concessional travel facilities by permitting free travel facilities in the Himachal Pradesh Road Transport Corporation buses to the personnel of State Police and Prison Department on voucher basis on the analogy of Punjab State.

With a view to encourage higher bidding, the Cabinet decided to allow the IPPs 100 percent merchant sale of its power without any condition of State Government's right of First Refusal.

It approved development of parking-cum-commercial complex identified near Old Subzi Mandi at Palampur on Public Private Partnership (PPP) mode on revised terms and conditions.


150 doctors being recruited on regular basis: Dr. Bindal

Himachal Pradesh is a first State in the country which is providing special allowances to the doctors serving in difficult and interior regions of the State. This was stated by Dr. Rajeev Bindal, Health and Family Welfare Minister here today. He said that the State Government was providing reservation upto 95 percent to in-service candidates for post-graduation in medical sector whereas this facility was not being provided in the country.

Apart from this the Health Department had made a provision to regularise the services of such contractual doctors who have completed six years of regular services whereas in other departments contractual employees were being regularised after eight years of regular service, said he.

He said that as per the demand of doctors, the Government had approved to fill 150 posts of doctors on regular basis through H.P. Public Service Commission for which process had been started.

The Minister said that the Government had enhanced the budget of the health department from Rs. 450 crore in 2007 to Rs. 900 crore in 2010 adding that State Government was committed to provide specialised services to the people of the State at their door steps.



Health Minister pays surprise visit

Dr. Rajeev Bindal, Health and Family Welfare Minister made a surprise visit to the Directorate of Health and Family Welfare today. Dr. Bindal took a serious view of the officers/ officials found absent from their respective duties and those who were late and directed the competent authority to take strict action against erring officials.

The Minister also held meeting with the Director, Health and Family Welfare, Managing Director, NRHM and other officers of Health Services and asked them to ensure implementation of policies and programmes of the Government in health sector effectively.
