(Website) http://pwd.cgeprocurement.gov.in directly and shall be submitted online only after making the payment of Bid submission fees online, but processing fees Rs. 20,000/- (Rs. Twenty Thousands only) {Non Refundable} in shape of D.D./Bankers Cheque drawn in favour of E.E. P.W.D. Division No.1 Raipur and payable at Raipur (C.G.) shall have to be submitted along with Earnest Money Deposit in favour of E.E., PWD, Bemetara Division Bemetara and Affidavit physically in Envelope D as per the key Dates mentioned below. | The bids of the contractors have to be digitally signed by the Digital Certificate of the Contractor before submitting the bids online. 1- In case the tenderer(s) is/are not registered in appropriate class of contractors in Chhattisgarh Public Works Department and web site http://cgeprocurement.gov.in / through departments Sub Portal: http://pwd.cgeprocurement.gov.in. He/they shall not be eligible to participate in the above tender. 2 - It is mandatory to submit the Following online:- (A) Details of Earnest money (B) Processing fees (C) (i) Copy of Valid registration in CGPWD and Valid revenue Solvency in case Registration is based on revenue solvency. (ii) Valid registration of CT/VAT and VAT clearance certificate. (D) Valid Bank Solvency (E) Affidavit in prescribed format in Annexure 13 of P.Q. (F) Bid Capacity Documents / PQ Documents (as the case may be) (G) Financial offer (H) Ownership of plant and machinery as per Annexure 10 of P.Q. Document. 3- Conditional tenders are liable for rejection. 4 If any pre-qualified tenderer withdraws his offer before the validity period or makes/propose any modifications in the terms and conditions of the tender, the said earnest money shall stand forfeited. 5- Before the deadline for submission of tender, the E-In-C, PWD, Raipur modify the tender document by issuing amendment. 6- Any amendment thus issued shall be part of the tender document and shall be published on web site. 7- E-In-C, PWD, Raipur will open online envelope containing Envelope A & B received online and Envelope (D) received physically, in the presence of the tender(s) / representatives who choose to attend at the time, date and place specified in the Notice inviting tender. 8 (a) The authorized committee will prepare minutes of the pre qualification opening and Shortlist/approve the qualified tenderers. (b) Financial Bids of only Qualified Bidders will be opened. 9 (1) SPECIAL CONDITION In the event of withdrawing his/her after before the expiry of the period of validity of offer or failing to execute the agreement as required by condition No. 8.1.1 of the notice inviting tender (N.I.T.) he/she will not be entitled to tender for this work in case of recall of tenders. In addition to forfeiture of his/her earnest money as per provisions of condition No. 4.7 and 8.1.1 of N.I.T. as may be applicable for the work, the registering authority will demote the contractor/firm for a period of one year. If the tenderer has committed a similar default on earlier occasion(s) as well, then such demotion in registration will be permanently. (2) a) Cess @ 1% (One percent) shall be deducted at source, from every bill of the contractor by the Executive engineer under Building and other construction for workers welfare, cess act 1996. b) It is mandatory for the contractor(S) to get himself/themselves registered with C.G. Building & Other Construction welfare Board as soon as the work order is issued to him / them for the work amounting to Rs. 10.00 (ten) lacs and above and submit a copy of the same to the concern Executive Engineer. Otherwise no payment will be made under the contract. (3) (a) Contractors are advised to go through the Notice Inviting tenders & the tender/P.Q./Bid Capacity document thoroughly. Certificates, annexure, enclosures as mentioned in the document will have to be submitted by the tenderers strictly in the prescribed format, at the time of submission of Technical/Financial Bid, failing which the contractor shall disqualify for the work & his financial offer shall not be opened and no representation, appeal or objection, what so ever in this regard shall be entertained, by the department. (4) It is mandatory to submit online by the contractor the list of on-going works/works in hand. If any work is found delayed beyond one year from the stipulated date of completion, the contractor will be disqualified for the reason of poor performance. (5) It is mandatory for contractor to submit an affidavit (in prescribed format in Annexure 13 of P.Q.) that the bidder is neither black listed nor debarred by Govt. of India / Other State Govt. Departments / Chhattisgarh State Govt. Departments. (10) 7(d) Contractor shall submit online the certificate of ownership of computerized Hot Mix Plant, Mechanical paver Vibratory roller, other plants and machineries and in case of Sensor paver, either owned or procured against mobilization advances duly certified by E.E. or Equivalent Officer (Certificate should not be older than 24 months) in case of the tenders which include the work of 50mm or more thickness of B.M./D.B.M. (with M.S.S./S.D.B.C./B.C.) . Otherwise tender will be disqualified while opening. These special conditions will supersede anything contrary to it in the tender document. 11 The Dates for opening of Envelope A, B, C and D are as under: 1. Opening of Envelope A & B online & Envelope D (Received Physically) on 27.11.12 at 12.00 noon 2. Price bid opening on 10.12.12 at 12.00 noon. All the contractors are required to submit Envelope D physically containing the following Documents: 1. Processing Fees in shape of D.D./Bankers Cheque. 2. Instrument of Earnest Money Deposit (E.M.D.) 3. Affidavit in Original Envelope D should be submitted only through Registered Post/Speed Post so as to reach in the Office of the Engineer-In-Chief Public Works Department, Sirpur Bhawan, Civil Lines, Raipur (C.G.) 492 001. up to the date and time mentioned above.
