DA/DR increased to 78%; Orders Issued


In G.O.(P)No.362/2010/Fin dated 03/07/2010 Government have ordered revision of rates of Dearness Allowance payable to State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full Time employees borne on the contingent and work charged establishments and employees of Local Bodies w.e.f. 01.01.2010. The revised rate of DA is 78%.

The revised rate of D.A. due from 01.01.2010 (additional 14%) will be paid in cash with the salary due for the month of August, 2010 onwards. The arrears for the period from 01.01.2010 to 31.07.2010 will be drawn and credited to the PF account of the employee along with the salary bill for the month of August, 2010 to February, 2011

Government have also revised the rate of Dearness Relief with effect from 01.01.2010 to State Service Pensioners and Family Pensioners and also to the Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes (who retired prior to 01.07.2004 and whose pension/family pension has been revised as per G.O.(P) No.81/07/Fin. dated 28.02.2007)

Income Tax; e-tutorial on TDS provisions

As per Circular No.62/2010/Fin dated 03/07/2010 it has been informed that a web based tutorial on TDS provisions has been developed by the Income Tax Department and is available on the website http://www.incometaxindiapr.gov.in/ . It covers the various important aspects of TDS law and procedures relating to the obligations of the deductors, tax rates for various categories of deductions at source, important dates, forms etc. Therefore all the State Government Drawing and Disbursing Officers, Accounts Officers and Treasury Officers are directed to make use of the e-tutorial launched by Income Tax Department for better and continuous understanding of TDS provisions and total compliance thereof.

Meetings of Boards of Directors

In Circular No.63/2010/Fin dated 06/07/2010 Government have instructed the CEOs of all PSUs/ Statutory Bodies/ Autonomous Institutions to contact Directors representing Finance Department well in advance before fixing the dates of the Board meetings and to ensure that the agenda notes reach the Director concerned in Finance Department at least 10 days before the meeting as directed in the Circular No.58/2009/Fin dated 23/07/2009.

Instructions to fill in PF forms without any defects

In Circular No.60/2010/Fin dated 28/06/2010 Government have communicated some common defects/deficiencies noticed in filling the PF related forms and issued instructions to avoid such defects/deficiencies while filling PF related forms.

Treasury Fixed Deposits; rates of interest enhanced

In G.O (P) No.228/10/Fin dated 08/04/2010 Government haved enhanced the rates of interest on deposits in the Treasuries for three years and above from 8% to 8.5%.

It has also ordered that the payment of 0.5% of interest additionally to Senior Citizens will continue. The revised rates shall apply to all fixed deposits made or renewed on or after 7.4.2010.

Advance for the purchase of Mosquito Net and Bicycle

In Circular No.43/2010/Fin dated 21/05/2010, Government have instructed all the Heads of Departments to furnish the statement in duplicate showing the amount required for sanctioning Mosquito Net Advance and Bicycle Advance to the Employees of the Departments for the year 2010-11. The Statement should reach the Finance Department on or before 31/07/2010.

Waiting for posting; Instructions to avoid delay in giving posting orders

In Circular No.56/2010/Fin dated 19/06/2010 Government have instructed that the incumbents returning to duty from leave, training, deputation (to higher studies, foreign service or other services under Government) should intimate the proposed date of their rejoining sufficiently early, that is, two months at least in advance and posting orders should be issued well in advance. Circular No.56/2010/Fin dated 19/06/2010 has been issued in modification to para 2 of Circular No.14/09/Fin dated 24/02/2009.

Hire charge for Government Motor Vehicles

In G.O (P) No.278/10/Fin dated 12/05/2010, hire charge for Government Motor Vehicles for non-duty purposes is enhanced to Rs.6/- per k.m with effect from 12/05/2010.
