OFFICE OF THE CHIEF MUNICIPAL OFFICER NAGAR PALIKA PARISHAD,DONGAR PARASIA (M.P) (FIRST CALL) No. 377 /WS/ UIDSSMT/ DONGAR PARASIA Date : 17.10.2012 NOTICE INVITING TENDER Online digitally sealed tenders in 3 envelope system are hereby invited on behalf of NAGAR PALIKA PARISHAD, DONGAR PARASIA for following works on "TURN KEY JOB BASIS" in Form "F" for Lump sum contract for a complete water supply Project and same will be received online at www.uadd.mpeprocurement.gov.in as per key dates from the experienced contractors /Joint Venture/ Firms of repute who are registered in Centralized Registration of MP PWD A Class, who fulfill the eligibility criteria mentioned below. | |||||||||||||||

General Conditions 1. Data such as diameter and length of pipe and head for pumps are tentative for the guidance purposes of bidder only. 2. The bidders intending to participate in this tender are required to get enrolled /registered on the e-procurement http:/mpeprocurement.gov.in and get empanelled on the sub portal of works Department http:/pwd.mpeprocurement.gov.in Enrollment/registration and subsequent empanelment on the above portal and sub portal is mandatory. 3. Tender documents can be purchased only online from http://uadd.mpeprocurement.gov.in by making online payment of Rs 610/- as online processing charges. The last date of purchase of tender document is as mention in key dates. 4. The bid data should be filled and the bid seals (hashes) of all the envelops and the documents which are to be uploaded by the bidders should be submitted online up to as per time schedule (Key dates). 5. The bidders shall have to submit their bids online (decrypt and encrypt the bids) and upload the relevant documents from as per time schedule (key dates). 6. The earnest money envelope "A" and technical terms and conditions envelope "B" shall be opened according to key dates in the presence of the tenderers or their authorized representatives if willing to present. However if, there are no conditions in the envelope "B" contrary to NIT, the financial offer "C" shall be opened immediately after opening of envelope "B. 7. Original earnest money deposit instrument should reach the office of the under signed by 22/11/2012 upto 3:30 PM (One day prior to Opening of EMD). The earnest money should be in favour of the CMO, NAGAR PALIKA PARISHAD, PANDHURNA. All documents required to be submitted by bidder should reach one day prior to online EMD Envelop Opening. 8. Since the online bidders are required to sign their bids online using class III digitally certificate only, contractors are advised to obtain the same at the earliest as it may take up to seven working days to get digital certificate. Bidder should have Income –Tax clearance certificate of last assessment year from competent authority and certified copy of audited balance sheet of last 3 years, showing the average annual turnover that should be equal to or more than 30% of the probable amount of tender. 11. Bidder should have copy of the valid registration certificate. 12. The tenderers are advised to visit the site of work before submission of offer. No claim towards ignorance of site conditions would be entertained and the tenderer would be deemed to have visited site prior to submission of the offer. 13. Other particulars can be seen in this office on any working day during office hours and on website www.mpurban.gov.in. 14. The validity of offers would be for minimum 180 days from the date of opening of financial offer. 15. Tender Document can be purchased online from 19.10.2012 to 06.11.2012 on payment of Rs. 50,000/- by online payment. 16. Sales tax registered certificate. 17. Joint ventures firms may also apply but the joint ventures firms can have maximum of 3 partners. The lead partner shall fulfill minimum of 60% of the eligibility criterion & rest of the partners could fulfill minimum of 26% of the eligibility criterion. In the event of Joint Venture the JV deed shall have to be registered prior to the date of submission of Bid with Registrar of Firms and original deed shall be submitted with the tender. 18. The tender documents shall be issued to those applicants only who full fill the following Conditions :- 19. Eligibility Criteria 19.1 Technical Eligibility:- Experience of having successfully completed similar water supply project during last 7 years ending on 30 September 2012 should be as mentioned in the following works :- 19.1.1 For construction of Anicut The tenderer must have completed work of anicut of 60% value of proposed work in this tender. 19.1.2 For Intake Well Tenderer must have completed an intake well 60% of proposed intake well. 19.1.3 For Treatment Plant Tenderer must have completed a similar T.P. of not less than 11 MLD or two similar T.P. each of 6 MLD or three similar T.P. each of 5 MLD. 19.1.4 For Rising mains (Raw water & Clear water) Applicants must have laid, tested, commissioned and maintained the pumping main atleast 3000 m long in a single work order or similar pumping main in two work orders in which each work order should be for at least 2000 meter or similar pumping main in three work orders in which each work order should be for minimum 1500 meter long. 19.1.5 For Distribution system The applicants must have laid, tested, commissioned and maintained the similar distribution network of at least 48000 meter in a single work order or similar distribution system in two work orders each for minimum 27000 meter or similar distribution in three work orders each for minimum 20000 meter. 19.1.6 For G.S.R. O.H.T. The applicant must have completed at least 1 G.S.R. each minimum of 1 ML capacity. And 2 OHT of 13 Lakh litre each 19.2 Financial Eligibility:- 19.2.1 The average annual financial turn over during the last 3 years ending 31 march 2012 should be at least 30% of the estimated project cost. 19.2.2 Certificate for successfully executing work of water supply scheme comprising of Anicut, Intake well, Raw/Clear water pumping main, Water Treatment Plant, pumps, OHTs, Distribution system and other works as explained above, completed and running successfully at present in last 7 years (prior to 30th September 2012) - Three similar works costing equal to or more than 40 % of estimated cost or Two similar works costing equal to or more than 50 % of estimated cost or One similar costing equal to or more than 80 % of estimated cost. This certificate should clearly mention amount of Contract, Completion period as per Tender and actual completion period. (In case of WPI adjustment for cost of works the same may be furnished along with a certificate of Chartered Accountant). The certificate shall be issued from the officer not below the rank of Executive Engineer or equivalent. 19.2.3 Registered Contractor have to produce valid Registration certificate of 'A' class in centralised registration system of GoMP. 20. This is a brief tender notice and all the conditions and specifications can be seen in detail in the office of undersigned on any working day. The NIT is also available at www.mpurban.gov.in website. Tenders received after due date and time shall not be considered.
